Value Engineering Study of the first line of the Bogotá metro system

SENER has carried out the Value Engineering study for the project to build Bogotá’s first metro line, for the state-run company Financiera de Desarrollo Nacional, a quango of the Government of Colombia.

That project was produced by a consortium of engineering firms and SENER’s task consisted in analyzing the design of a 27-km long metro line with an estimated investment of USD 6.9 billion, in order to optimize its value. Using standardized procedures and methods developed by SENER, a team of experts identified a set of opportunities within the project that can reduce investment, operational and financial costs, and the time until the line becomes operational. At all times, the team attempted to find a balance between these cost cuttings and the performance of the service, such as improved efficiency in rail operations and in the level of service offered to passengers.

SENER conducted this analysis from a lifecycle perspective and by looking at design aspects, phased construction, timelines and risks, in order to optimize socioeconomic return on investment.

This is the second Bogotá metro project in which SENER is taking part, having led the international consortium responsible for the ‘Conceptual design of the public transportation system, operational design and the legal and financial assessment of the first metro line within the framework of the Integrated Public Transport System (SITP) of the city of Bogotá’. This work was successfully concluded in 2011 and set the precedent for the project that has recently been put to the abovementioned Value Engineering study.
